§ 40-2. No rights granted.

No act or omission by the city council or an officer or agent of the city shall ever be construed to grant, extend, or amend any right, franchise, license, or easement affecting such public streets, highways, sidewalks, alleys, parks, public squares, or other public places or other real properties of the city, except as may be specifically provided by ordinance, permit, franchise or license granted by official action of the city council.
