§ 2-76. Position created; appointment; term; removal; qualifications.

The position of city manager is created. The city manager shall be appointed by majority vote of the city council and shall hold such position at the pleasure of the city council and under such terms and conditions as are set forth by the council and may be removed by majority vote of the city council. The person appointed city manager shall be appointed solely on the basis of his administrative ability, and he shall not be required to be a resident of the city.
