§ 2-78. Administration.

  • (a)

    The city manager is responsible for the complete and economical operation of all departments. Each department head shall coordinate his departmental activities with other city departments through the city manager. All requests for information shall be furnished by department heads as may be required by the city manager. Council directives to department heads, unless otherwise specified by city council, shall be relayed through the city manager.

    (b)

    Appoint, and, when necessary for the welfare of the city, remove any employee of the city. The city manager may authorize the head of a department to appoint and remove subordinates in such department. The city manager does not have the authority to hire and/or terminate the city attorney, city auditor, city secretary, city judge or city prosecutor.
